Message Server cannot open Channel

I am trying to connect INS to a Wavecom Fastrack GSM modem. I have installed the modem successfully and can talk to it through Hyperterminal.

Message Center can also talk to the modem when I ask it to detect lines, and it accuratly identifys the modem.

The problem is whenever I start Message Server, it generates the error that it cannot open channel 1 (GSM Modem)
