Have you configured a channel that is able to send voice messages ?
MsgCenter->Tools->Preferences->Communication
Type: "VOICE: Outgoing voice calls"

Is the MsgService running?

Otherwise, please send us the c:\ins\session.log file and we have a closer look at this.

To send a script to a caller just send it the same way you would send a voice file.

MsgCenter -> New Message -> Send as Voice -> Send as script.
Here select the script you want to send.
Again you need to have a channel configured that is able to send voice messages.
To send the script from the command line use the format
sendmsg NOW VOICE [VOICE:98765432] "welcome_enh.wav"
