This problem is due to most voice modems not being able to detect when the other party has answered the phone. Hence the voice file is played as soon as the number is dialed.

Do you send the voice files to a predefined contact or by specifying the voice phone number (/Recipient "[VOICE:123456]") ?
If you use a predefined contact our recommendation here is to record a "voice file before" WAV file that alerts the user "Please wait for this important message...Please wait for this important message..." and then plays the actual error message.
Alternative you can also define a "script file before" where you loop through a WAV file asking the contact "Please press 1 to start listening to this important message...". So as soon as the contact is ready he may listen to the message by pressing the required key.
There is a sample script under
C:\INS\SampleScripts\VoiceScripts\ScriptFileBefore
that you can modify and use.
