Message Server connection errors and resending

Hi,

We have a site where an error occurs, error message is:
SMS Centre: does not respond +>AVS,Telstra,TAP

A list of messages have then been queued in the OutBox.

Questions are:
1. Does the error need to be cleared before the system tries to resend messages?
2. If so, is there a way of automatically acknowledging/clearing the error?

INS version is 6.0.2, running on XP SP2.
