Check if the number you are sending to is correct, ev. try both formats
00316xxxxx
or
06xxxxx

>>Last succesful message sent using this SMSC was on 8 november.

Try to send exactly the same message to exactly the same number.
If the log entries are the same, then contact KPN for further assistance.
