Need to autoboot

We are running a 4 port Dialogic D/4PCIU. It frequently gets into a state after a reset where it will not play wav files. As a temporary work-around until I figure out what is wrong with the wave driver, I would like to be able to remotely reboot the system and have all parts come up without operator intervention.
The wave driver for this board is not strictly a driver but functions more like a service. It takes perhaps half a minute to initialize itself after boot-up so setting MsgService as a Windows service that loads at system startup is not an option.
I already have the PC configured to log itself in at reboot. I can remotely start a process on the PC that will close apps and then reboot. I have MsgService running inside MsgServer.exe. I can write a bit of C# .Net to start MagServer after a wait at system startup. I need a clean way to bring down MsgServer without a UI when I reboot.
