INS does not recognize my license

I bought some time ago the INS. In my company from time to time we format the server and reload all the programs again.
In the past format, the INS no longer recognize my license number, says the trial period is over and closes the MsgServer. Then I have to re-enter the license number manually and start the MsgServer manually.
While there is no power failures or I do not reboot the server there are not problem and the INS works normally but when the opposite is true you can not boot because MsgServer says the trial period is over again. Is as if the MsgServer not recognize the license number.

2 times I've tried reformatting the server to do a new installation of INS but the problem remains.

What I can do?
