I will clarify - INS receives 1 incoming message and I want it to be sent to both of the contact's preferences (1st choice email and 2nd choice SMS) Right now, INS only sends it to the contact's 1st choice unless it does not go through and then sends it to 2nd choice. I am looking to have it sent to both communication choices/ preferences.
