MsgServer service hung on Windows Server 2003

For the last two years, we have been using INS software ver. 7.6.0 on an XP machine with a Dialogic D4PCIUFW four port board. This is a very low volume IVR system. Recently, I switched over to a Windows Server 2003 machine. I installed the same kind of board, and used the same configuration settings. However, I installed the latest version (8.0.0) of INS.
MsgServer is configured to load as a service to boot with Windows. I configured it to load automatically after Dialogic System Service as it had on XP. This had the effect of hanging the machine indefinitely on boot-up. I switched the service to load manually. This at least allows the software to answer calls but means that I have to start the service manually after each reboot and have to suppress automatic Windows Updates. A batch file with the command: net start ”MsgServer Service” also hangs. Both Dialogic System Service and MsgServer Service run as Local System services.
We had been running two weeks without further incident when yesterday, the system stopped answering calls. The error log showed “Watchdog error, action cancelled.” After the error occurred, the system started “Scanning for new messages” on channel #5. There are only 4 channels open and channel #3 was normally the first in line. The MsgServer Service was still running but not answering calls when I intervened 12 hours later. I changed the first in line to channel #1 and rebooted the system, after which it worked.
Looking at the session log, it appears that the caller hung up in the middle of a playback of the digits of a transaction number. That cell is programmed to fall through on timeout to a Hangup cell. However, there is no evidence in the log that the timeout path was taken. What would have caused the watchdog error? How can I program around this?
