=> 1) Win 2003 Service
The correct batch file command should be "net start MsgServerService" as in the one that comes with the INS installation. If this does not work, then you may have a serious issue with your services and a re-install may be necessary.
If this works, you can try putting a delay before the call to start the service.

=> 3) Driver II
Do you have in MsgCenter in the list of available devices an entry starting with "@DIVA..."? If yes try to use those instead of the "Analog Line 3(dxxxB1C3)".


=> 4) Watchdog
The odd thing is that this happened after an inactivity of 660s, while the standard setting in c:\ins\database\system.db is 900s.
Did you change this value?

Did you check the windows event log for any anomalies?
