Hi Richard.
I would stick with SR5.1 and also running a DB repair will not change anything.
My guess is that the installation of Win2003 may have some issues and/or the installation of INS has an issue.
If you can try to re-install the one and/or the other. Also check the Windows event logs and harden the system by disabling all unnecessary tasks and services.
