Message acknowledgement

I am developing a scada system, and I am using the message center to call a list of numbers during an alarm. I have a few questions, first the documentation gives an option to send to members until first acknowledgement. What constitutes an acknowledgement? The numbers to call involve houses with answering machines, and we want to make sure that just picking up the phone does not constitute an acknowledge. Second, is it possible to configure the system to accept incoming calls and also use the
same line for the outgoing calls for the alarms.
