The Startup, the CMD and the RUN registry entry require a user to be logged
in (as they take the settings from the user profile). Also MSCS needs a user
to be logged in as it too stores some values in the user profile.
Hence the easiest way is to create a user with the desired priviledges and
then configure the system to automatically log on with this user. (Windows
control panel->Users)
