Offline Fax printing in Scripts

I am using Excel to create a preentable single page Fax with Graphics and values from a spreadsheet that interacts with the Message server.
I cannot get the inbuilt fax driver to accept the VB command
PrToFile:="d:\temp\faxprt.apf"
for example.
(This works with a postscript printer to file)

I am currently writing to .PS then converting this to a .tif so I can send it by the message server.

Is there an easier way to do this?
