Did you completely delete the previous directory, especially the DATABASE directory ?
The only thing I could imagine is that one of the DB files is corrupt. But this should be fixed by deleting the DATABASE directory.

Can you also try to open the c:\ins\session.log file with a text editor and check if there is an error logged.
If not, please try to run MsgCenter.exe with the /DEBUG flag (IE c:\ins\msgcenter.exe /DEBUG) and check again.
