An EXIT cell is required for text scripts.
A HANGUP cell is required for a voice scripts.

Hence if you want to react on an incoming call, you will need to use a voice script.

If you get the warning, then on one occasion there is a path that leaves the script without going to the hangup cell.
If you send us your script, we will be able to tell you where.
