You send simply a message (From MsgCenter-> New->Message) and select as type VOICE, then you select the voice file to be sent.

To send a script you select
Send as script
and then select the script to send.

The message (voice file or script) is send as soon as you enter it and INS has a valid channel configured to send voice messages.
