After I deleted the messages.db, command line works.
But if I do several tasks in the interactive mode like send and imported messages, the problem exists again.

I try to delete again the messages.db, but the problem still not solved (command line not work).

After restart the Windows, command line works again.

I try this situation several times, the result is same.
