I see...
You are using a DOS command file (*.CMD) rather a shortcut (raccourci pour les francophones).
Under DOS the ">" means redirection into a file, hence not all parameters are transmitted to SMS-it.
Therefore either change the CMD file to

C:\SMS-it\SMS-It.exe SMST ">IT" "HELLO"
(enclose the >IT in "")

or use a Windows shortcut.
