There is no dial-up in Tunisia (as far as I know). The number you used (98390003) is the GSM number for TN-SMS to send SMS from your mobile phone, not from a land line through a modem.
For Tunisia you may send SMS through either an attached mobile phone or through the internet, not through a dial-up (Unless you dial to an international SMSC).
