Are you using an ISDN modem ? What type? What driver are you using ?
The modem seems to report a connection very quickly... too quickly in my eyes.
Do you have a different modem to test ? (Analog modems work better)
Als can you please use your phone and dial 125107, to see if you get a connection (high pitch).
