I guess your command is wrong. I forget the right command to send SMS, but I remember that I have to send 2 command. The first command ends with ESC or CTRL-Z. The second command ends with enter.

I did this on siemens s25. But I guess the similar way will work on T610. You can view AT-Command for siemens s25 here:

If it still doesn't work, try to remove "00" from PDU data. And check your PDU length setting again.
