I just worked out how to replicate the failure.

We are using SMS-it! in conjunction with Ipswitch WhatsUp network monitor. It is configured to send alerts via the command line to different groups when there are problems on the network. This server is running on Windows 2003 Server with all the latest updates and service packs.

What seems to be happening is this:

On a weekend the system admin logs in to do some maintenance, when he is finished he logs on to the network monitoring server, starts the gui version of SMS-it! and sends a message to the infrastructure group to say "ignore all these alerts as I have been doing some maintenance" then closes SMS-it! and logs off the server.

From this point on whenever Whats Up tries to send an alert from the command line the messages stay in the outbox and do not send.

On Monday morning we discover that there has been an outage since the system admin performed maintenance. We then log on to the network monitoring server, start the gui version of SMS-it! and find that all the alert messages are still in the outbox, as soon as the program is started the messages begin to send.

Can anyone help?
