I now appear to have it working. I made sure that the Topic spot had the actual MDB file name and not just the path to that location. (This also kept it from opening up a fresh instance of the database every call)
I also had to change the syntax in the VBA modules from Forms![FormName].Filter to Form_FormName.Filter and Form_FormName.CallerID from Forms![FormName]![CallerID]
It's possible these changes are changes inherent in Office 2007 but I don't know for sure. However, it is working now.
