INS Startup Error/Hang

Hi,
Installed INS 6.2.0 on XP/SP2 with Siemens TC35i on COM1 at 19200 baud.
Am getting an "unexpected error" message on start up. Running with Debug, the session log shows the following (I have removed datetime stamp for clarity)

[INS] Exception in C:\INS\MsgCenter.exe : EOleException => (this->WaveOutGetName(DeviceID, (BSTR*)&pVal)) Error: 80042015 (-2147213291) @ D:\Develop\Borland\MyLib\AMIWAVEPROLib_TLB.h/401 Type Comobj::EOleException
[INS] TTS reported the following error : SAPI 4 Engine was not found
[INS] New Table created: Lines_INSSession1 Query Pos:0 Session INSSession1
[INS] Table closed: Lines_INSSession1

I have tried uninstalling, removing the INS folder and re-installing after a reboot, but the same error comes up.
