Using INS for alarming when our network goes down

Essentially what we are looking for, is in case our network crashes and goes down, a way that someone may send a notification that can be sent out to all parties that there is an emergency. This message would need to be sent to all devices (phones, blackberry's, email, pagers) things along those lines. Obviously we are lookin around, and attempting to find the best method in case the worst were to happen.
