INS (APF) FAX printer driver under Windows2003 server

By default the 2003 don't allow Kernel printers.
Kernel Mode Printer blocking policy is enabled. The attempt for APF Fax Printer to use a Kernel Mode driver failed.
So i had to remove the policy manual.
