Run as Service on Windows Server 2003

I would like for the system to begin answering calls any time the machine is booted, without anyone needing to log in. I have the following items set

Configuration / Advanced / Startup:
MsgServer starts with MsgCenter - UNCHECKED
MsgService runs as separate service and starts with windows - SELECTED

I have gone to the Windows "Services" tab and set MsgServer service to start "Automatic" upon boot, but when I do that and restart the server, the phone system does not start. The phone line is never answered.

When I select the "services" tab, I see the service status as "starting" rather than "running". I eventually have to kill the process. It never goes past "starting".

I've checked and unchecked "interact with desktop" and tried it both ways to no avail.

I wondered if maybe the msgserver was waiting for the "OK" button to click while running as a service since I haven't registered yet, although that might not be the issue at all...

Finally, I kill the service by terminating the process. In order to get it to work, I have to check "MsgServer runs inside MsgCenter"

The log shows nothing out of the ordinary. Any suggestions?
