Getting error "allocated communication port is disabled"

Hi , i am trying to send sms though MSCS and i m getting the following error:
"Message20040112115848000 was skipped because allocated communication port is disabled"
some time i m getting terror"can not initialize mobile port".
pl ease help me out...
