This looks like a bad modem driver. Can you try to download the latest driver for your modem.
We also just had a srange case where one of our customers had to put an additional initialisation string to his modem, under MsgCenter->Tools->Preferences->Communication he set the "Init String" for the "SMS/pager port" to
AT&F&C1&D3\N3S25=40
and this worked for him...
