Eric,

Pager and e-mail messages are considered as sent as soon as they are submitted to the (pager or e-mail) server.
If you need a mean to force the recipient to confirm the message you may send it as voice file. Here the system sends the message until the caller confirms the message through the '#' key.
Alternatively you may set up a script that continously sends notifications to people on the list and requires them to call in to take their name off the list.
