The log shows the following:
[2006/04/15 01:10:13.417] [Channel #2] Init device for voice Analog Line 1(dxxxB1C1)
[2006/04/15 01:10:13.427] [Channel #2] DIAL 4566
[2006/04/15 01:10:33.536] [Channel #2] Playing file C:\Assorted\The.WAV

Therefore between the dialing and the moment the first string is played, there are 30 seconds.
This is definitely not a problem with INS.
INS dials and waits for the card to return the CallState = CONNECTED.
I quess that the card does return this CONNECTED state only after a delay of 30s. I suppose that there may be a setting on the card to fix this, but you may need to ask Dialogic support for that.
I double checked our code, there is definitely nothing from our side we can do.
