Send Text to Voice Problem

I'm trying to setup a situation using sendmsg to call certain people and play either a text message or a pre-recorded voice message.

The problem is that it will dial out on my voice modem and connect but it then disconnects without ever playing the message at all.

I've got all the updated drivers, have installed SAPI 4 SDK, have a modem wave driver.

Any thoughts?
