INS does not wait for caller to answer before playing WAV

The messages play but if you don't answer on the 1st ring you miss the before message, if you wait until the 3 or 4th ring you may or may not get the last or message after. It seems to start playing when the phone is dialed. how can I get it to wait until answered?
