Thanks for those comments, a further issue now:
I cannot get the fax send to accept the file format. The file is there, but I cannot get the viewer or the manual new message from within message server to send this file. It reads quite happily in any tif viewer.
As a further check I tried sending several tif files generated from completely different apps, and they were no different.

It actually seems to me it should not be converting a TIF as they are already what most fax programs use?

It sends the filename as the message body in plain text ie:
d:\600e\cluster\ivr\faxprn.tif
