One problem could be that the USR records at a too low level and considers anythin as silence.
Please go to MsgCenter->Tools->Preferences->Voice and set
"Silence detection level=99"
and make sure that
"Voice recording format" is set to 8000Hz, 16bit.

Once you can successfully record, then you may decrease the "Silence detection level" again.
