Yes to all of the above.
I recorded a new message using Voice Recorder.
Message Center->Voice->Voice Recorder.
Voice Recorder records & plays back the new messsage. The new message is in the Assorted directory.

Settings have not been modified. Voice Recoder has the default selection of: 8000Hz 16 bit( no mono listed).
SndRec32 also is set to 8000hz 16bit mono. I loaded the newly recorded wave file into SndRec32 then selected: Files->Prop->Convert. SndRec32 indicates that the format is correct: Length: 3.0 secs. Data size: 24031. Aud Format: PCM 8.000 kHz, 8Bit, Mono

Message Center still will not play the wave file on call out.
Assorted.cfg has the correct entry. See my previous message.
