I just did some tests.

1) Submitting 20 messages using a bach file (synchronous calls of SendMsg)

2) Submitting 20 messages using the SHELL function in Excel (asynchronous calls of SendMsg)

In both cases I can see all 20 messages in the outbox of MsgCenter.

Are you sure that your server monitor application works correctly ?
Is there a way to configure your network application differently, adding delays for example?
