Yes you are :-)
INS detects (as probably your $15 answering machine) the sequence of tones indicating that the line is free.

INS does in fact not do this by itself, but uses the Microsoft TAPI standard of your OS. This reads the modem driver and decides on how the modem interprets the hang up, then triggers INS.

Now do you have a problem with INS not hanging up ? If so this may be because you have a wrong modem driver or the "Silence settings" are wrong.
