Have you tried to change the "Silence detection" setting?
Does this affect the time it takes to detect the hang up ? EG if you put the "Silence detection" to 80, do you have more than 20 s until the modem is released ?
Please note that the driver also needs some time to release the modem and reinitialize it. This too may take up some time. If you use another modem (or driver), this processing time may be reduced.

Please have a closer look at the c:\ins\session.log. Using the time stamp you may see where the time is used.
