sms stuck in outbox / ins 9 upgrade

Hi,

We are currently running ins 8.1 but are having issues with sms messages stuck in the outbox.

In the session log it shows :

[2022-02-07 10:25:21.386] [SendMsg@hostname.domain.name] Adding message 20220207102521000
[2022-02-07 10:28:46.407] [SendMsg@hostname.domain.name] Adding message 20220207102846000
[2022-02-07 10:28:50.345] [SendMsg@hostname.domain.name] Adding message 20220207102850000

I need tot restart the service before messages are sent.
I noticed there is a 9 version available.
Can we just upgrade or do we need to buy an upgrade license ?
