Have you tried to delete the entire message queue?
It is possible that the DB has become corrupted. If you do not need the old messages anymore, you may try to stop all INS processes and then delete the files c:\ins\database\messages.*

Yes, as announced under http://www.ivrsoftware.ch/ins_versions.html
Version 9 will require a new license.
