Today again had the issue, last entry's in the session.log :

Tried to restart the MsgServer Service but this failed :

Windows could not stop the MsgServer Service service on Local Computer.

Error 1061: The service cannot accept control messages at this time.

After killing the MsgService.exe / restarting the service the message was sent ok.
