Adding to Tom's statement...
This error is being reported by the Dialogic TSP, MSCS is just
passing along the error. It would sound to be an issue with the hardware
or the installation\setup of the Dialogic board\TSP.

MSCS is being used by many of our customers with the Dialogic D/4PCI
without problems, in fact this telephony board is the most popular board
by far.

I can only recommend that you contact Dialogic support.
